Not a rating or recommendation. "Records" counts the rows where the venue appears in the published spending records; it says nothing about whether the spending was appropriate.

On a test sample of 120 venue entries, matched to the right shop in the same building (or correctly left unmatched): this map 116 · typing just the name into a map app 74.

Sources — Seoul Metropolitan Government: City Hall business-expense list (OA-22156), general-restaurant licence data (OA-16094), model-restaurant designations for 24 districts — Seoul Open Data Plaza, KOGL Type 1 (attribution). Guro-gu's model-restaurant list is left out because its licence label differs. Address matching and grouping by this site. District and area boundaries: southkorea/seoul-maps (Apache-2.0; source data Statistics Korea 2013, Ministry of the Interior 2015).

Names of writers and attendees, departments and phone numbers are dropped when the data is fetched; only places are shipped.

Out of scope: only City Hall (grade 4 and above) records, no district offices or agencies; records that could not be matched by address (about 35%) are left out; open status is as of the fetch date, so some places may have closed since. Food groups come from dish and shop-name words and the licence type, so they can be wrong.
